Description	Gets the `OsidSession` associated with the bulk meter administration service.
Return	`osid.metering.batch.MeterBatchAdminSession`		a `MeterBatchAdminSession`
Errors	OPERATION_FAILED		unable to complete request
Errors	UNIMPLEMENTED		`supportsMeterBatchAdmin()` is `false`
Compliance	`optional`		This method must be implemented if `supportsMeterBatchAdmin()` is `true.`

Description	Gets the `OsidSession` associated with the bulk meter administration service for the given utility.
Parameters	`osid.id.Id`	`utilityId`	the `Id` of the `Utility`

Errors	NOT_FOUND		no `Utility` found by the given `Id`
