Implements	`osid.personnel.PositionForm`
Description	This is the form for creating and updating positions in bulk. Like all `OsidForm` objects, various data elements may be set here for use in the create and update methods in the `PositionBatchAdminSession.` For each data element that may be set, metadata may be examined to provide display hints or data constraints.
Method	getOrganizationId
Description	Gets the `Organization` `Id` of the position if this is a create transaction.
Return	`osid.id.Id`	the organization `Id`
Errors	ILLEGAL_STATE	`isForUpdate()` is `true`

Description	Gets the `Id` of the position to be updated if this is an update transaction.
